摘要:	In Vietnam, land management was an important institution in the Land Law passed at the fourth Meeting of the XI National Assembly. The Land Law has defined "The State implements the representative land owning right for all people and unifies the state management on land". However, in practice, the land management now has a very far distance with the provisions of law. According to the report of the General Department of Land Administration (Ministry of Natural Resources and Environment) on 26 March 2009, the situation of land management, land use now face many difficulties and are not closely managed, that cause the disagreement of public opinion and society. (Le Nhu Tien- Standing Member of Committee of Culture, Education, Youth of National Assembly) The land management of Binh Thuan Province in recent years exposed the shortcomings that did not manage closely. Land exploitation and land use are not effective. Therefore, the goal of the efficiency improvement of land management is becoming urgent. This study based on the theoretical basis of the foreign and domestic argues the policies, the law of Vietnam and the practical land management in recent years to find out the effective measures for the land management in Binh Thuan Province. This study collected the scientific document, policies of land management in Vietnam and other nations as a basis. The assessments and reviews of the provincial leader, the reports and the plans of Department of Natural Resources and Environment that are elaborately made through gathering the direct opinion from more than 50 staffs on charge of land management at provincial, district and commune level for the analysis. From collecting the results of the analysis is to find out the consistent measure of the land management in Binh Thuan Province. The study result shows that managing land closely and using land effectively to promote the potential and the huge land resource in Binh Thuan Province. Therefore, it needs to have the measures to improve the management efficiency in the following major fields: (i) the issue of land use planning and plan; (ii) the land allocation and leasing; (iii) the issue of land prices and land value; (iv) the land registration and the information system of land management; (v) building the human resource satisfying the quantity and quality. The weaknesses in land management and state property related to the land cause the losses of waste the vast social resource. It is the time for Binh Thuan Province to have the solutions in short-term and long-term to reorganize the weaknesses in order to help the government at all levels, land-user exploiting and using effectively the land resource for the sustainable development of the economy and society.
