摘要: Southern Airports Authority (SAA) is a regulatory arm of Civil Aviation Administration of Viet Nam. Located at Tan Son Nhat international airport, Ho Chi Minh City, Viet Nam, SAA is mandated, inter alia, with the supervision and audit of all civil aviation operations at all the airports in the South of Viet Nam. And civil aviation security operation is one of the most challenging areas of work that has received a special attention from SAA since its establishment and development in 2007. Tan Son Nhat Security Services Company (TSSC) is a provider of security services as standards and measures against acts of unlawful interference with civil aviation at Tan Son Nhat international airport (TSN) in the South of Viet Nam- the largest and busiest airport among 8 airports in the South and 14 airports in other parts of Viet Nam. Headquartered at Tan Son Nhat international airport, Ho Chi Minh City, Viet Nam, TSSC was set up in 2007 as a subsidiary of Southern Airports Corporation- the State owned Corporation under the Ministry of Transport of Viet Nam in the South- in order to provide security services to as many as 49 airlines and dozens of agencies and companies operating at Tan Son Nhat international airport. At the same time, it is also the customer of many other suppliers of human resources- the security personnel, and security equipment, etc inside and outside the country. This paper is focused on the access control as part of security services at Tan Son Nhat international airport. Rather, it is aimed at improving access control to security restricted areas at Tan Son Nhat international airport by understanding and application of human factors principles in the civil aviation industry. As a result, security staff performance to prevent unauthorized access of persons, vehicles, baggage, cargo and mail, etc to security restricted areas at Tan Son Nhat international airport is the focal point of this study as modern technology and security equipment, stringent working procedures, well-established identification systems or whatsoever will make no sense if the security staff do not perform well for certain reasons. Therefore, this study aims to understand and apply concepts and knowledge of human factors in civil aviation by using the SHEL (software, hardware, environment and liveware) model as a useful analytical tool to find how and by what human factors the security staff is affected at work in order to seek safe interface between the human and other system components by proper consideration to human performance so as to improve the quality of access control security services at Tan Son Nhat international airport in Ho Chi Minh City in the South of Viet Nam.
