The goal of this thesis aims to serve the amelioration of the human resource of the administrative organs within the territory of Nhon Trach Suburban District, Dong Nai Province. And the specific objectives of this thesis are: (1) examining the delineation mission and recruitment polices; (2) examining the actual status of using human resource policy; (3) studying the training and educating regime and policies applied to officials; and (4) providing recommendations to improve the policies of recruitment, training and educating, and using the human resource in the financial profession. In order to reach such objectives, the questionnaire means to answer the following main questions: (1) whether the delineation and recruitment policies applied to cadres and civil servants are proper? (2) whether the using human resource policy of the suburban district is appropriate? (3) whether the training and educating policy for improving the professional skills of cadres and civil servants is considered to be especially important? The quantitative data of the research is collected and processed through the SPSS software version 14.0. And all the suggestions, recommendations will be mentioned in the solution part.
